We have reviewed the material properties and chemical composition and found them to be acceptable. The Safety Evaluation is included for your information as Enclosure 1. We have also reviewed the fast neutron fluence on the inside surface of the pressure vessel in view of the material properties. We find that the H. B. Robinson Steam Electric Plant Unit No. 2 pressure vessel meets the toughness requirements of 10 CFR 50.61 for operation to the end of the current license, provided that future core loadings continue to provide sufficient flux reduction so that the 10 CFR 50.61 acceptance criteria are met. The Safety Evaluation is included for your information as Enclosure 2. This review was carried out, in part, by our contractor, Brookhaven National Laboratory.
We request that you submit periodic future reevaluations of the RT and the comparisons with the predictions of References 1 and 2. The eVfuations and comparisons could be submitted along with the pressure temperature operating limits that are required by 10 CFR 50, Appendix G.
