JUSTIFICATION FOR CONTINUED OPERATION -
CONTAINMENT CABLE, ROBINSON UNIT 2, DOCKET NO. 50-261 We are in receipt of your Justification for Continued Operation (JCO) dated June 1, 1987, on your Robinson facility.
In light of this issue being of significant interest to us, we have reviewed the JCO for adequacy and concur in your evaluation.
Specifically, for restart and short-term operation, it is our understanding that your efforts to date have given you sufficient assurance that the suspect cable in-service inside containment is, in fact, cable purchased from Continental Wire and Cable Company.for that use and that this type cable has been previously qualified.
In order to justify continued operation, it is our understanding that within three months after return to power operation (2% power), you intend to complete the qualification verification of this cable by implementing and evaluating a program of additional data retrieval and similarity analysis. In addition, if evaluation of the results of this program does not positively establish qualification of the cable, it is our understanding that within six months after return to power operation, an environmental qualification testing program will have been completed to demonstrate qualification of this cable by test.
- However, if the additional data retrieval and similarity analysis give us cause to seriously question whether the cable can indeed be qualified, the question of continued operation will have to be revisited.
If your understanding of this matter is different from that stated above, please inform this office promptly.
