TOPICS FOR DISCUSSION CONCERNING CAROLINA POWER & LIGHT COMPANY SUBMITTALS RELATED TO THE NUCLEAR ASSESSMENT DEPARTMENT FUNCTIONAL CHANGES FOR BRUNSWICK STEAM ELECTRIC PLANT, UNIT NOS. 1 AND 2, H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2, AND SHEARON HARRIS NUCLEAR POWER PLANT, UNIT NO. 1 (TAC NOS. M84259, M84260, M84312, AND M84325)

On August 6, 1992, Carolina Power & Light Company (CP&L) submitted applications for amendments to the operating licenses for the Shearon Harris Nuclear Power Plant, Unit No. 1, (Harris), and the Brunswick Steam Electric Plant, Units No. 1 and 2, (BSEP). The requested changes are intended to implement the functional role and responsibilities of the newly established Nuclear Assessment Department (NAD). A similar amendment request was submitted on August 10, 1992, for the H. B. Robinson Steam Electric Plant, Unit No. 2, (HBR).

In addition, on August 6, 1992, submittals were made in accordance with 10 CFR 50.54(a)(3) to change the Quality Assurance (QA) programs of the same three plants. Amendments had already been approved for Harris, BSEP, and HBR on July 7, 1991, October 22, 1991, and December 20,1991, respectively, to revise numerous Technical Specifications (TS) to support the organizational structure of NAD.

The NRC has reviewed the various submittals and have some concerns that would best be addressed in a meeting between our respective staffs. A meeting has been scheduled for this purpose on May 27, 1993, at NRC headquarters. The formal meeting notice is forthcoming.

Your discussion should focus on providing assurance that the changes that have been proposed would not reduce your ability to meet NRC requirements. Of particular concern are the following topics that should be included in your presentation:

1. Provide assurance that proposed changes ensure compliance with Appendix B of 10 CFR Part 50 the in area of required, periodic assessments.
2. Discuss commitments made for assessments or periodic audits to address plant modifications, receipt inspection, training, and calibration.

3. Discuss provisions that are proposed to meet the safeguards audit requirements of 10 CFR 50.54(p).
4. Likewise, discuss how CP&L plans to ensure that the emergency preparedness audit requirements of 10 CFR 50.54(t) will be met.
5. Provide assurance that changes proposed with regard to Plant Nuclear Safety Committee and independent reviews maintain CP&L's commitment to meet the requirements of ANSI N18.7.

Discuss how the proposed changes reflect accepted content as described in section 6 of the Standard Technical Specification (STS) or section 5 of the improved STS.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P. L.96-511.
