RELIEF FROM ASME CODE, SECTION XI, THIRD TEN-YEAR INTERVAL PRESSURE TESTING PROGRAM - H.B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (TAC NO. M82672)

By letter dated January 22, 1992, you submitted, pursuant to 10 CFR 50.55a(g)(5), a request for specific relief from certain requirements of the 1986 Edition of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code),Section XI, for the conduct of the Third 10 Year Interval Pressure Testing Program at H. B. Robinson Steam Electric Plant, Unit No. 2 (HBR-2).

We have completed a review of your request and have made the following findings:

(1) Request for Relief No. 1., VT-2 Examination of Class 1 Bolted Connections at Test Conditions We find the requirements of the ASME Code related to the examination are impractical. Pursuant to 10 CFR 50.55a(g)(6)(i),

relief is granted provided that the alternative examination under the conditions you proposed are implemented and the systems are also held at nominal operating pressure for at least 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> for insulated systems and 10 minutes for uninsulated systems prior to performing the VT-2 visual examination and plant start-up.

(2) Request for Relief No. 2., Corrective Action for Leaking Bolted Connection You stated that the Code requirements are inconsistent with practices to maintain occupational radiation doses as low reasonably achievable (ALARA). We find your proposed alternative examination provides an acceptable level of quality and safety.

Therefore, pursuant to 10 CFR 50.55a(a)(3)(i), we find the proposed alternative to be acceptable and the relief is granted.
