SECOND TEN-YEAR INTERVAL HYDROSTATIC TEST PROGRAM, H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (TAC NO. M82217)
By letter dated November 15, 1991, you submitted a request for relief from certain hydrostatic testing requirements of Section XI of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code) for the H. B. Robinson Steam Electric Plant, Unit No. 2 (HBR-2). This relief request pertains to the Second Ten-Year Interval Inservice Inspection Program.
Although the second ten-year interval for HBR-2 expired in February 1992, the ASME Code permits you to complete the test program within one year of the expiration date. Your letter states that you intend to perform the tests during refueling outage No. 14 which is in progress.
We have completed the review of your request and our Safety Evaluation is enclosed. Our disposition of your relief requests is summarized as follows:
(1) Relief Request No. 1 is granted pursuant to 10 CFR 50.55a(a)(3)(i); the alternative examination would provide an acceptable level of quality and safety.
(2) Relief Request No. 2 has two items:
(a) Relief from IWC-5222(c) of the ASME Code is not required according to the later Editions of the ASME Code (Winter 1980 Addenda).
(b) Relief from the requirements of IWA-5244(b) of the ASME Code is granted pursuant to 10 CFR 50.55a(g)(6)(i).
The performance of the annulus leakage test is impractical at your facility and the imposition of this requirement would cause a burden that would not be compensated for by an increase in quality or safety.
(3) Relief Request No. 3 relates to the use of later Editions and Addenda to the ASME Code. We have approved the use of IWA-1320(e) 1986 Edition. With this approval, the relief is not needed.

-2 (4) Relief Request No. 4 is granted pursuant to 10 CFR 50.55a(g)(6)(i);
the ASME Code required hold-time and hydrostatic test pressure are impractical to perform at your facility. The alternative examination that you proposed provides adequate assurance of continued inservice integrity.
