INSERVICE TESTING (IST) OF AFW SYSTEM - H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (TAC NO. 75313)
On August 16, 1989, the Carolina Power & Light Company (CP&L) informed the staff of the identification of inadequate net positive suction head (NPSH) for the Auxiliary Feed Water (AFW) pumps under certain operation conditions.
Your corrective program included the disassembly, examination and refurbishment of the AFW pumps. During the examination, CP&L found certain indications at the pump internals that could have resulted from operating under inadequate NPSH conditions. The staff had a concern with the inservice testing (IST) program of the AFW in that the program had apparently failed to identify inadequate NPSH problems.
On September 28, 1989, the staff forwarded CP&L a list of questions concerning the effectiveness of the IST program of the AFW system at H. B. Robinson 2.
CP&L responded to these questions in a letter dated November 10, 1989. The staff concludes that the main factor for failure to detect any problems associated with the insufficient NPSH by the IST program was the error in baseline NPSH assumptions when conducting the tests. This error has been corrected by the licensee with the AFW modification completed in November, 1989. Because this was a unique problem at the Robinson plant, we conclude that it is not a generic IST issue. No further action is required on this issue.
