Dear Mr. Utley:
By letter dated March 31, 1983, in accordance with 10 CFR 20.302, you requested approval of proposed procedures to stabilize in place very low-level contaminated soil that lies along the bottom of a drainage ditch by using the soil as fill dirt around a culvert installed to replace the open ditch.
We have completed our review of your procedure and request, submitted by your letter dated March 31, 1983, and we conclude that the radiation risks to the workers involved in the soil transfer are very small compared to the routine occupational exposures at H. B. Robinson Unit 2 and the possible, radiation risks to individuals as a result of exposure to radiation from the transferred soil are well below the regulatory limits and very small in comparison to doses members of the public receive each year from exposure to natural background radiation. There will be no significant environmental impact attributable to the proposed procedure, therefore, we conclude that your proposed procedure is acceptable.
A copy of our Environmental Impact Appraisal for H. B. Robinson Unit 2 is enclosed.
