SUBJECT:
TMI ITEM II.K.3.17; REPORT ON OUTAGES OF EMERGENCY CORE COOLING SYSTEMS LICENSEE REPORT AND PROPOSED TECHNICAL SPECIFICATION CHANGES TMI Item II.K.3.17 requires a report which "...should contain (1) outage dates and duration of outages, (2) cause of the outage; (3) ECC systems or components invo'ed in the outage; and (4) corrective'action taken. Test and maintenance outages should be included in the above itstings which are to cover the last 5 years of operation. The licensee should-propose changes to improve the availability of ECC equipment, if needed." Your letter dated December 31, 1980 responded to this item and provided a list of outages.
y We have reviewed your submittal and find obvious typical systems not addressed such as: accumulators, RHR, RWST, BIT, and possibly others. Because they were not addressed we cannot determine if there were no outages or if they were overlooked on your list. Because this question appears simple, we have discussed and requested this information from your staff by telephone in December 1982, January 1983 and finally on February 17, 1983. On February 17, 1983 your staff targeted the submittal of this information by March 4, 1983.
As of the date of this letter, we still have not received the requested information. Therefore we expect submission of the data requested no later than April 30, 1983.
