DECEMBER 2 8 1979 Docket No. 50-261 Mr. J. A. Jones Senior Executive Vice President Carolina Power and Light Company 336 Fayetteville Street Raleigh, North Carolina 27602

Dear Mr. Jones:

SUBJECT:

INADVERTENT SAFETY INJECTION DURING COOLDOWN The Division of Operating Reactors has completed a generic bounding review on this subject and concludes that no further licensing action is necessary at this time since it is likely'that a facility could withstand more than fifty inadvertent ECCS actuations. We have concluded, however, that it would be prudent, should a facility experience more than twenty-five such injections, for you to consider a plant specific analysis for that facility which would identify more precisely the additional number of actuations that can be safely accommodated at that facility.

A copy of our Safety Evaluation Report is enclosed.

Sincerely, Or'9inal dby A. Schwencer, Chief Operating Reactors Branch #1 Division of Operating Reactors
