REVISED COMMITMENT FOR SUBMITTAL OF PROPOSED CHANGE TO TECHNICAL SPECIFICATIONS - REVISION OF ULTIMATE HEAT SINK TEMPERATURE - REQUEST FOR EARLY SUBMISSION OF THE LICENSING ACTION REQUEST FOR H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2

Dear Mr. Young:

The purpose of the letter is to acknowledge receipt of your letter dated December 16, 1998 revising your earlier commitment to submit your proposed change to the ultimate heat sink temperature Technical Specification, from mid-December 1998 to May 27, 1999. This requirement was identified at the time of granting you the notice of enforcement discretion and the exigent amendment (Amendment No. 179, issued on July 27, 1998) realizing the magnitude of the evolution and the scope of staff review required.

We expect Robinson to make every effort to expedite this submittal and be cognizant that there will be other licensing actions requiring staff review to support your upcoming refueling outage this summer. This may pose significant challenge to U.S. Nuclear Regulatory Commission (NRC) staff resources and, therefore, we request that you exert every possible effort to expedite submission early to allow the NRC staff to complete its reviews on time.
