COMPLETION OF LICENSING ACTION FOR GENERIC LETTER 87-02, EVALUATION OF H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2, RESOLUTION OF UNRESOLVED SAFETY ISSUE (USI) A-46, SUPPLEMENT NO. 1 TO GENERIC LETTER (GL) 87-02 (TAC NO. M69478)

Dear Mr. Young:

Enclosed is the Nuclear Regulatory Commission's (NRC's) Safety Evaluation of Carolina Power

& Light Company's responses concerning the USI A-46 implementation program at H. B.

Robinson Steam Electric Plant, Unit 2 (HBRSEP2). This was in resolution of Unresolved Safety Issue (USI) A-46, as described in Supplement No. 1 to GL 87-02. The focus of GL 87-02 was to verify if the licensee's physical modifications for resolution of outliers at HBRESP2 were adequate.

The NRC staff has determined that the licensee's corrective actions and physical modifications for resolution of outliers were satisfactory and found to be sufficient to close the USI A-46 review at the facility. The staff also concluded that the licensee's implementation program to resolve USI A-46 has adequately addressed the purpose of the 10 CFR 50.54(f) request.

Therefore, we consider GL 87-02 closed for your facility. However, your activities related to the USI A-46 implementation may be subject to NRC inspection.
