REQUEST FOR ADDITIONAL INFORMATION CONCERNING THE ANALYSIS OF THE EMERGENCY CORE COOLING SYSTEM SWITCHOVER FROM INJECTION TO RECIRCULATION PHASE AT THE H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (TAC M98953)
Dear Mr. Keenan:
As a result of an inspection at your H. B. Robinson Steam Electric Plant, Unit No. 2 (HBR),
we understood that an emergency operating procedure (EOP) for the emergency core cooling system (ECCS) switchover allows your operators 30.5 minutes to complete the transfer from injection to recirculation phase cooling (switchover). The switchover procedure involves the manual operation of 22 local valves within the allotted time interval. It is our understanding that the 30.5 minutes is based on an analysis that showed the peak clad temperature (PCT) would remain below 2200*F during the switchover process and that the other criteria of 50.46 were met. According to our understanding of this analysis, at 30.5 minutes the PCT is expected to be 2102*F. This heatup to 2102*F would constitute a heatup in addition to that normally analyzed in accordance with 10 CFR 50 Appendix K (i.e, during the blowdown and reflood phase of the accident). The analysis also shows that the cladding temperature is reduced to around 300*F following the initial heatup but prior to this heatup associated with switchover.
We request that you justify the implementation of this procedure with respect to the effects that thermal cycling would have on the fuel cladding and, particularly, criterion (4) "coolable geometry," of 10 CFR 50.46. We further request that you provide a discussion, results, and references to cladding performance tests/experiments that have been performed to support your conclusions.
