APPROVAL OF CODE CASE N-416-1 AS AN ALTERNATIVE TO THE REQUIRED HYDROSTATIC PRESSURE TEST -
ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (TAC NO. M91930)
Dear Mr. Hinnant:
By letter dated March 31, 1995, as supplemented by letter dated April 28, 1995, the Carolina Power & Light Company (CP&L) requested relief from the provisions of the American Society of.Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,Section XI, "Rules for Inservice Inspection of Nuclear Power Plant Components," (Code) in accordance with 10 CFR 50.55a(a)(3)(ii),
for the Robinson Steam Electric Plant, Unit No. 2 (HBR).
Specifically, CP&L requested permission to use the alternative requirements of ASME Code Case N-416-1 in lieu of performing the Code-required hydrostatic pressure test for welded repairs or installation of replacement items by welding.
Use of Code Case N-416-1 is authorized pursuant to 10 CFR 50.55a(a)(3)(ii) provided that additional surface examinations are performed on the root (pass) layer of butt and socket welds on the pressure retaining boundary of Class 3 components when the surface examination method is used in accordance with Section III of the Code. Use of Code Case N-416-1 is authorized until the end of the currently approved ISI program plan interval.
Our evaluation and conclusions are contained in the enclosed safety evaluation.
