SAFETY EVALUATION OF LOW UPPER SHELF ENERGY EQUIVALENT MARGINS.
ANALYSIS FOR THE H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (TAC NO. M89701)
Dear Mr. Hinnant:
By letter dated June 20, 1994, Carolina Power & Light Company (CP&L or the licensee) requested NRC review and approval of an upper shelf energy (USE) equivalent margins analysis (EMA) performed for reactor vessel limiting beltline materials of the H. B. Robinson Steam Electric Plant, Unit No. 2 (HBR2). The required data and EMA were submitted by letters dated July 6, 1992; August 19, October 27, November 29, and December 21, 1993; and June 13, 1994. The licensee has confirmed the applicability of the Westinghouse Owners' Group (WOG) Report, WCAP-13587, Revision 1, to HBR2. Revision 1 of WCAP 13587 provided a bounding EMA for WOG plants and has been previously reviewed and approved by the staff.
The NRC staff has reviewed the above-referenced submittals and has determined that the licensee used methodology, modeling procedures, and acceptance criteria that fall within the scope of Draft Regulatory Guide DG-1023, Appendix K of the American Society of Mechanical Engineers Code (ASME Code),
Section XI, and ASME Code Case N-512. The NRC staff has completed a review of the information available on the limiting beltline materials for USE and the EMA. On the basis of the NRC review, it has been determined that the margins of safety against fracture for the HBR2 beltline materials are equivalent to those required by Appendix G of the ASME Code and, therefore, compliance with 9409220087 940919 PDR ADOCK 05000261 P
