WASHINGTON, D. C. 20555 SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. 138TO FACILITY OPERATING LICENSE NO. DPR-23 CAROLINA POWER & LIGHT COMPANY H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 DOCKET NO. 50-261

1.0 INTRODUCTION

By letter dated January 15, 1991, as supplemented May 17, 1991, and revised November 14, 1991, Carolina Power & Light Company (the licensee) submitted a request for changes to the H. B. Robinson Steam Electric Plant, Unit No.

2, administrative controls section of Technical Specifications (TS). This request reflects the creation of a new Nuclear Assessment Department (NAD). The NAD will assist senior management in objective oversight of Nuclear Generation Group performance with respect to safety, reliability, and quality. The NAD will assume some of the responsibility of the Nuclear Services Department and the Corporate Quality Assurance Department.

The May 17, 1991 letter submitted typed TS pages. The November 14, 1991, submittal withdrew the request to change the title of the Robinson Project Department Head from "Vice President - Robinson Nuclear Project to "Department Head - Robinson Nuclear Project". The existing title is now correct because of a promotion. The NRC staff did not review the portion of the Amendment request withdrawn by the letter of November 14, 1991.

2.0 EVALUATION The following is a brief description and our evaluation of the requested changes:

a. Sections 6.1.2, 6.2.2, 6.4.1, and 6.5.1. Responsibility for physical security and emergency preparedness has been shifted from the Manager-Control and Administration to the General Manager Robinson Plant. This is an organizational change to allow the functions to be managed on site, and is acceptable.
b. Changes to sections 6.5.1, 6.5.2, 6.5.3, 6.6, and 6.7 with respect to the newly formed NAD are acceptable. The revised organization and references reflect a comparable level of management.
c. Changes to Section 6.5.1.6.2 with respect to Plant Nuclear Safety Committee (PNSC) membership are acceptable. The Manager-Control and Administration has been deleted and the Manager-Plant Support replaces the Manager-Design Engineering. The changes reflect the revised organization and retain a comparable level of expertise and qualifications.

d. Changes to Section 6.5.3.2 to delete the words "quality assurance" are acceptable. The audits referred to will be conducted by NAD; and, therefore, the change is editorial.
e. Changes to Section 6.9 are administrative. The content is unaltered, only margins and numbering are modified. The changes are acceptable.

3.0 STATE CONSULTATION

In accordance with the Commission's regulations, the State of South Carolina official was notified of the proposed issuance of the amendment.

The State official had no comments.

4.0 ENVIRONMENTAL-CONSIDERATION This amendment involves only changes in administrative procedure and requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR Section 51.22(c)(10).

Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

5.0 CONCLUSION

The Commission has concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
