NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. 100 TO FACILITY OPERATING LICENSE NO. DPR-23 CAROLINA POWER AND LIGHT COMPANY H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 DOCKET NO. 50-261 Introduction By letter dated August 28, 1985, Carolina Power and Light (the licensee) requested a Technical Specification change to allow the shift compliment and fire brigade to be one less than the minimum requirement as defined in their current Technical Specifications for a time period not to exceed two hours.
The licensee stated that the proposed change is needed to provide for unexpected short term absence of an on-duty shift member and does not permit any position to be unmanned upon shift change due to an oncoming shift member being late or absent. The licensee further states that the Standard Technical Specifications NUREG-0452, Revision 5 provides for the requested flexibility.
Evaluation The Standard Technical Specifications (STS),
NUREG-0452, Revision 5, states in Table Notation under Table 6.2.2-1, "The shift crew composition may be one less than the minimum requirements of Table 6.2.2-1 for a period of time not to exceed 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> in order to accommodate unexpected absence of on-duty shift crew members.provided immediate action is taken to restore the shift crew composition to within the minimum requirements of Table 6.2.2-1.
This provision does not permit any shift crew position to be unmanned upon shift change due to an oncoming shift crewman being late or absent."
In addition, section 6.2.2e of the STS states:
"A site fire brigade of at least five members shall be maintained on site at all times*.
- The Health Physics Technician and fire brigade composition may be less than the minimum requirements for a period of time not to exceed 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />, in order to accommodate unexpected absence provided action is taken to fill the required positions."
The above allowance contained in the STS was included in Revision 5 to alleviate the unexpected short time absence problem. The licensee is proposing to alleviate their problem by including the appropriate STS wording in the H.B. Robinson 2 Technical Specification.

PDR Since the licensee's proposed change is similar to those in the STS as discussed above, we find the proposed change acceptable.
-2 Environmental Consideration This amendment involves a change in the installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20.
The staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that this amendment involves no significant hazards consideration and there has been no public comment on such finding. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR Sec 51.22(c)(9).
Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
Conclusion We have concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance-that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
