NRC SPECIAL INSPECTION REPORT NOS. 50-325 and 50-324/99-10,
50-400/99-10 and 50-261/99-10
Dear Mr. Hinnant:
This refers to an inspection conducted on March 10, 18-19 and 25, 1999, at the
Carolina Power and Light Company's Corporate Security Office. The purpose of this special
inspection was to review and evaluate the Access Authorization Program. The enclosed report
presents the results of this inspection.

Based on the results of this inspection, five apparent violations of NRC requirements were
identified in the Access Authorization Program. The NRC is continuing its review of these
issues; therefore, a Notice of Violation presently is not being issued for the inspection findings.
You will be advised by separate correspondence of the results of our deliberations on this
matter. No response regarding the apparent violations is required at this time. In addition,
please be advised that the characterization of the apparent violations described in the
inspection report may change as a result of further NRC review.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and its
enclosure will be placed in the NRC Public Document Room.
