SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE
(NRC INSPECTION REPORT NO. 50-261/93-30)
The NRC Systematic Assessment of Licensee Performance (SALP) has been
completed for your H. B. Robinson facility. *Performance was evaluated for the
period June 28, 1992, through December 25, 1993.
The results of the
evaluation are documented in the enclosed SALP report.
This SALP was conducted under the revised process implemented by the Nuclear
Regulatory Commission on July 19, 1993. The revised process provides for
assessment of four functional areas:
Plant Operations, Maintenance,
Engineering, and Plant Support. The Plant Support area includes radiological
controls, security, emergency preparedness, fire protection, chemistry, and
housekeeping controls. This report will be discussed with you at a public
meeting to be held at the Robinson site on February 18, 1994, at 9:00 a.m.
Overall performance of the Robinson facility was assessed as reasonably good.
However, performance declined in the operations and maintenance areas and
there are indications of a decline in performance in the engineering area.
These declines were evidenced by a continuing lack of attention to detail in
the performance of calibration, maintenance, and test activities and numerous
procedure problems. Of particular note are the many difficulties encountered
in the last few months of the SALP cycle and beyond.
Included were control
room activities, technical support weaknesses, and maintenance issues.
Further, the management oversight and self-assessment functions failed in many.
cases to identify and/or correct these trends., Clearly, management actions
are necessary to prevent a further decline in performance.
In accordance with Section 2.790 of the NRC's
"Rules of Practice," a copy of
this letter and its enclosure will be placed in the NRC Public Document Room.
