ENCLOSURE 1 NOTICE OF DEVIATION Carolina Power and Light Company Docket No. 50-261 H. B. Robinson Nuclear Plant License No. DPR-23 During an NRC inspection conducted on May 2-6,1994, a deviation of written commitments was identified. In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Action," 10 CFR Part 2, Appendix C, (1990), the deviation is listed below:
Sections 6.4 and 9.4.2 of the Updated Final Safety Analysis Report specified that during the emergency pressurization mode the Control Room envelope is maintained under a positive differential pressure with respect to adjacent areas and the outdoors and that periodic testing is required to demonstrate that the Control Room is pressurized to a minimum of +'A inches of water gage with respect to the outdoors.
Contrary to the above, the licensee's system performance testing procedures OST-750 "Control Room Emergency Ventilation System" and EST 023 "Control Room Emergency Ventilation System" failed to include provisions for testing the differential pressure between the Control Room and adjacent areas. Furthermore, both procedures indicated that the acceptance criteria for the differential pressure with respect to outdoors was greater than zero rather than a minimum of +% inches of water.
Please provide to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555, with a copy to the Regional Administrator, Region II, and if applicable, a copy to the NRC Resident Inspector, in writing within 30 days of the date of this Notice, the reason for the deviation, the corrective steps which have been taken and the results achieved, the corrective steps which will be taken to avoid further deviations, and the date when your corrective actions will be completed.
Where good cause is shown, consideration will be given to extending the response time.
