SITE AUDIT BY NRC AND CONTRACTOR STAFF ON YOUR SUBMITTAL DATED MAY 27, 1999, FOR TECHNICAL SPECIFICATION CHANGE TO ULTIMATE HEAT SINK (UHS) TEMPERATURE - H. B. ROBINSON, UNIT 2 (TAC NO. MA5612)
Dear Mr. Young:
As a result of our ongoing review of your submittal dated May 27, 1999, for a permanent revision to the UHS temperature for the H. B. Robinson Steam Electric Plant, Unit No. 2, the staff proposes to conduct a site audit along with contractor staff during September 20-24, 1999. The purpose of this audit is to review documents containing the needed information and verify the calculation bases related to this submittal. It is our understanding that your licensing staff would like to start the review with an initial kick off meeting and a presentation on the first day of the audit, i.e., September 20, 1999, for which the NRC staff will be present and the subsequent review will be conducted by the contractor. We realize that at that time H. B. Robinson 2 will be in the preparation mode for Refueling Outage 19 (RFO-19). We would like to make sure that you are able to support this audit and provide answers to questions that may arise during the review, and ensure that the calculations are readily available. Our goal is for the contractor to do the review and not have any unanswered questions when they leave the site, thus eliminating the need for a Request for Additional Information. Please confirm that the week of September 20-24, 1999, is all right with you and that you will be able to provide the necessary technical support for this effort.
