SUMMARY

OF JUNE 11, 1998, MEETING REGARDING APPLICATION FOR REVIEW OF BEST ESTIMATE LOSS-OF-COOLANT ACCIDENT (LOCA)

MODELS - H.B. ROBINSON STEAM ELECTRIC PLANT, UNIT 2 On June 11, 1998, members of the NRC staff met with Carolina Power & Light Company (CP&L or licensee) personnel at the NRC offices in Rockville, Maryland, to discuss the licensee's plan to apply for review of a best estimate LOCA model for H.B. Robinson, Unit 2. The licensee was accompanied by representatives of Siemens Power Corporation, who participated in the meeting. A list of attendees is included as Enclosure 1. The licensee's meeting handout is included as Enclosure 2.

The licensee described the desirability of implementing a realistic large break LOCA methodology at both H.B. Robinson and the Shearon Harris Nuclear Plant as a basis for relieving the regulatory burden associated with the current 10 CFR 50, Appendix K methodologies, which are used to demonstrate compliance with 10 CFR 50.46. In addition, the licensee expects that by implementing realistic LOCA methodologies, it will recover peaking factor margins and thus facilitate planned power uprate and steam generator replacement projects at Harris. The licensee and Siemens described the history of realistic large break LOCA methodologies within Siemens and the history of NRC reviews of those methodologies.

The licensee proposed to submit a realistic LOCA analyses for Robinson in February 1999.

The staff advised the licensee that staff resources for reviewing such a methodology are extremely limited and that it could not guarantee that resources would be available to complete a licensing review of such a methodology by the early 2001 timeframe requested by the licensee. The staff also provided insights gained from the review of a realistic LOCA methodology developed by another vendor. Specifically, the staff discussed document requirements, electronic document management, quality assurance insights, and necessary staffing expertise needed to develop and present the methodology. The staff stated that it would perform a rigorous acceptance review prior to starting any substantive reviews.

The licensee presented plans to address recently identified weaknesses in its existing Appendix K-based large break LOCA analysis. The staff indicated that resources would be identified to perform the staff reviews of these Appendix K methodologies and analyses as necessary to demonstrate ongoing compliance with 10 CFR 50.46.
