The
NRC Systematic Assessment of Licensee Performance
(SALP)
has been
completed for your H. B. Robinson facility.
The facility was evaluated for
the period January 1, 1990 through March 30,
1991.
The results of the
evaluation are documented in the enclosed Initial SALP Report.
This report
will be discussed with you at a public meeting to be held at H. B. Robinson
on June 11, 1991, at 1:00 p.m.
O
The performance of your H. B. Robinson facility was evaluated in the functional
areas of plant operations, radiological controls, maintenance/surveillance,
security, engineering/technical support,
and safety
assessment/quality verification.
The assessment indicated that the overall
performance of H. B. Robinson was good and that radiological controls and
security continued to exhibit superior performance.
The SALP Board recommendations in plant operations, maintenance/surveillance,
emergency preparedness and engineering/technical support reflect the need for
increased management attention. The NRC recognizes the challenges management
faces in solving plant aging concerns.
Accordingly, these challenges warrant
increased attention and the timely implementation of the Technical Support
Improvement Plan.
Any comments you have concerning our evaluation of the performance of your
H. B. Robinson facility should be submitted to this office within 30 days
following the date of our meeting.
These comments will be considered in the
development of the Final SALP Report.
Your comments and a summary of our
meeting will be issued as an appendix to the Final SALP Report.
