Gentlemen:
SUBJECT: NRC INSPECTION REPORT NO. 50-261/90-10
This refers to the Nuclear Regulatory Commission (NRC) special Maintenance Team
Inspection conducted by E. H. Girard and other members of the team, on
May 21-25, June 4-8 and June 25-29, 1990. The inspection examined activities
and programs involved in the .conduct and support of maintenance activities at
your H. B. Robinson facility.
The inspection findings were discussed with
those members of your staff identified in the enclosed inspection report on

July 13, 1990.
Areas examined during the inspection are identified in the report.
The
inspection was performance based and consisted of observations of equipment
conditions and in-process maintenance-related activities, reviews of records
and procedures, and interviews with personnel.
Within the scope of the inspection, violations or deviations were not
identified.
The inspection findings are summarized in the Executive Summary of the report.
In general,
the findings show that your maintenance program and its
implementation are marginally satisfactory overall, although some areas needed
improvement. Noteworthy strengths observed in your maintenance program.and its
implementation were the emphasis you have placed on housekeeping and visible
material condition, and your actions to limit contaminated floor space.
Your attention is invited to the weaknesses identified in the report.
In particular, weaknesses relative to the technical support provided through
systems engineering where the lack of well-defined training requirements and
personnel responsibilities appear to have caused you a loss of experienced
personnel. This program weakness also appears to have had a negative impact on
your post maintenance testing program. A major contributor to weaknesses in
your maintenance program appears to be the lack of adequate facilities for the
maintenance craft. Another important weakness observed was your tardiness in
.
responding to industry check valve concerns.
