NRC INSPECTION REPORT NO. 50-261/90-06
This refers to the Nuclear Regulatory Commission (NRC)
inspection conducted by
B. Breslau on April 2 - 5, 1990. The inspection included a review of activities
authorized for your H. B. Robinson facility. At the conclusion of the inspection,
the findings were discussed with those members of your staff identified in the
enclosed Inspection Report.
Areas examined during the inspection are identified in the report. Within these
.
areas, the inspection consisted of selective examinations of procedures and
representative records,
interviews with personnel,
and observation of
activities in progress.
Within the scope of the inspection, violations were not identified. However,
the inspection findings indicate that certain activities deviate from
a commitment to the NRC.
The NRC views the failure to complete corrective
actions in a timely manner as a serious matter.
This warrants increased
management attention to assure adequate responsiveness to NRC issues.
Your
subsequent letter of April 6, 1990, indicates management is taking action to
address the breakdown in the commitment tracking program.
Since management
has taken a responsible position towards correcting the program deficiencies,
including attention to the cause for management's failure to recognize the
commitments, no Notice of Deviation will be cited.
In accordance with 10 CFR 2.790(a), a copy of this letter and its enclosure
will be placed in the NRC Public Document Room.
