NRC inspected activities authorized by NRC
Operating License No. DPR-23 for your H. B. Robinson facility. At the conclusion
of the inspection, the findings were discussed with those members of your staff
identified in the enclosed inspection report.
Areas examined during the inspection are identified in the report.
Within these
areas,
the inspection consisted of selective examinations of procedures and
representative records, interviews with personnel, and observation of activities
in progress.
. The inspection findings indicate that certain activities violated NRC require
ments. The violations, references to pertinent requirements, and elements to be
included in your response are presented in the enclosed Notice of Violation.
In addition to your response to the violation identified in Enclosure 1, please
address the improvements to your modification program that will insure that all
changes to safety-related structures, systems and components are performed using
appropriate design change measures
as specified in

CFR 50 Appendix B,
Criterion III, receive safety reviews as required by the Robinson Technical
Specifications and 10 CFR 50.59 and are not placed into service until these
requirements are adequately met. Your response should, as a minimum,
discuss
the use of the Engineering Evaluation and Temporary Repair Procedure systems used
to meet the above requirements.
The responses directed by this letter and the enclosures are not subject to the
clearance procedures of the Office of Management and Budget issued under the
Paperwork Reduction Act of 1980, PL 96-511.
