NRC INSPECTION REPORT NO. 50-261/92-20
The NRC Systematic Assessment of Licensee Performance (SALP) has
been completed for your H. B. Robinson facility. The facility
was evaluated for the period March 31, 1991 through June 27,
1992.
The results of the evaluation are documented in the
enclosed Initial SALP Report. This report will be discussed with
you at a public meeting to be held at H. B. Robinson on
September 24, 1992, at 8:30 a.m.

The Performance of your H. B. Robinson facility was evaluated in
the functional areas of plant operations, radiological controls,
maintenance/surveillance, emergency preparedness, security,
engineering/technical support, and safety assessment/quality
verification. The assessment indicated that the overall
performance of H. B. Robinson was good and is improving with
plant operations, radiological controls and security exhibiting
superior performance.
Increased management oversight and attention to detail have been
contributing factors to improved performance in operations.
Although maintenance/surveillance and engineering/technical
support received qualitative ratings of good performance, the
performance in these areas was characterized as mixed, which
appears to be due at least in part, to the numerous initiatives
and heavy work load in these functional areas. The board
recommended increased management attention in both areas.
The board also noted that corrective actions were not always
effective in correcting problems.
Any comments you have concerning our evaluation of the perfor
mance of your H. B. Robinson facility should be submitted to this
office within 30 days following the date of our meeting. These
comments will be considered in the development of the Final SALP
Report. Your comments and a summary of our meeting will be
