H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT 2-REQUEST FOR ADDITIONAL INFORMATION REGARDING FLOOD HAZARD REEVALUATION REPORT (TAC NO. MF3586)
Dear Mr. Gideon:
By letter dated March 12, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14086A384), Duke Energy Progress, Inc. (the licensee) provided its reevaluated flood hazard report in response to Enclosure 2 of the March 12, 2012, Fukushima Lessons-Learned the 50.54(f) letter (ADAMS Accession No. ML12053A340).
The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed the licensee's submittal and determined that additional information is needed in order to complete its review. The enclosed document describes this request for additional information (RAI). In a conference call between the staff and the licensee on June 16, 2014, the licensee indicated that a response to the RAI would be provided by July 14, 2014.

REQUEST FOR ADDITIONAL INFORMATION H. B. ROBINSON STEAM ELECTRIC PLANT. UNIT 2 FLOOD HAZARD REEVALUATION REPORT DOCKET NO. 50-261 By letter dated March 12, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14086A384), Duke Energy Progress, Inc. provided its reevaluated flood hazard report in response to Enclosure 2 of the March 12, 2012, Fukushima Lessons-Learned the 50.54(f) letter (ADAMS Accession No. ML12053A340). To complete its review, the U.S. Nuclear Regulatory Commission (NRC) staff requests the following additional information related to the hydrologic modeling.
- 1.
Provide electronic versions of all input and output files for the following:
- a. Calculations related to local intense precipitation, probable maximum precipitation, probable maximum flood, dam breach, storm surge, seiche, and combined effect flooding
- b. Hydrometeorological Report 52 computer program and/or other documentation used for local intense precipitation and river and stream watershed probable maximum precipitation calculations
- c. FL0-2D Model used for local intense precipitation surface runoff, routing, and flooding
- d. HEC-HMS Models used for surface flow modeling of the 1 00-year recurrence rainfall, probable maximum flood and combined effects flooding hazards, including calculations related to the Curve Number, Time of Concentration, and Muskingum-Cunge methods
- e. HEC-RAS Model used for routing and water elevation determination for the probable maximum flood and dam breach
- f.
BREACH model used for evaluating Lake Robinson dam failure
- g. Other resources used for wind speed, inland storm reduction, wave height and period, and overtopping elevation calculations for storm surge and combined effects flooding Enclosure
