Subject:
Extension Request - Response to March 12, 2012, Request for Information Enclosure 2, Recommendation 2.1, Flooding, Required Response 2, Flooding Hazard Reevaluation Report
References:
See Page 3 On February 26, 2014, OPPD requested NRC approval to extend the scheduled submittal date for the FCS Flooding Hazard Reevaluation Report to ten (10) months after data from the USACE System Dam Failure Analysis was received (Reference 1). Reference 2 transmitted the USACE System Dam Failure Analysis to OPPD on April 4, 2014. Reference 3 summarizes a closed meeting between the NRC and OPPD in which OPPD provided a strategy for mitigating the effects of beyond design basis floods up to a certain flood level for FCS. In Reference 4 OPPD provided a timeline for implementing these strategies. Attachment 1 to Reference 4 provided a list of the actions taken or planned to be taken along with additional supporting details and the dates by which they have or will be implemented. Reference 5 documents the NRC inspection of interim mitigation actions for potential flooding hazards in which no findings were identified.
OPPD is in the process of assessing our strategies discussed in References 3 and 4 factoring in the information provided in Reference 2. Enclosure 1 to this letter contains new regulatory commitments. These new regulatory commitments supersede the commitments in Reference 4 for reasons explained in Enclosure 2. Enclosure 2 provides the status of and information from the assessment of flooding mitigation strategies.
If you should have any questions regarding this submittal or require additional information, please contact Mr. Bill R. Hansher at (402) 533-6894.
