ACCEPTANCE REVIEW - Surry Unit 2 - Request for Alternative S2-I5-SPT-01 and Request to Use 2007E/2008A Section XI for Category B-L-1 Items (MF4129)
By letter dated May 7, 2014, Virginia Electric and Power Company submitted a relief requesting relief for alternative S2-I5-SPT-01 proposes an alternative to the Category B-P requirements for a VT-2 examination of the bottom of the Reactor Pressure Vessel during the system leakage test. This alternative is requested in accordance with 10 CFR 50.55a(a)(3)(ii). The request for a subsequent edition/addenda of Section XI seeks approval to utilize the 2007 Edition through the 2008 Addenda of ASME Section XI for Examination Category B-L-1. Pursuant to 10 CFR 50.55a(g)(4)(iv) and in accordance with the guidance of RIS 2004-12 the use of a subsequent ASME Code Edition and Addenda is being requested. The code of record for Surry Power Station Unit 2 fifth 10-year Inservice Inspection (ISI)
Interval is the ASME Section XI, 2004 Edition. The purpose of this email is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this relief request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed exemption request in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.
