SEP TOPIC VIII-4, SAFETY EVALUATION REPORT ON ELECTRICAL PENETRATIONS OF REACTOR CONTAINMENT (SAN ONOFRE PLANT) is our contractor's final Technical Evaluation of this topic for your plant. The report has been modified to reflect the additional information provided by the references listed in Section 5 of Enclosure 1. is our Final Safety Evaluati'n-Report. Enclosure 2 is based on Enclosure 1. As a result of our contractor's work, the staff has determined that the design of electrical protection circuits for containment penetrations does not meet current licensing criteria.
Accordingly, the staff recommends changes in the design of electrical penetra tion protection. The need to actually implement these changes will be deter mined during the integrated safety assessment. This safety evaluation may be revised in the future if your facility design is changed or if NRC criteria relating to this topic are modified before the integrated assessment is com pleted.

Within 30-days of receipt of this letter you should provide us with a pro pos)1' showing how you will bring the design of San Onofre Unit 1 into conformance with current safety criteria or show that you have made accep table progress in evaluating the adequacy of all electrical penetrations (in accordance with the positions attached to our June letter).
If you wish to claim credit for meeting the positions issued in June, you must provide the response that was requested by that letter.
The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P. L.96-511.
