SUBJECT:

SEP TOPIC 111-6, SEISMIC DESIGN CONSIDERATIONS SAN ONOFRE UNIT 1 Our letters to you dated August 4, 1980 and April 24, 1981 requested in accordance with 10 CFR 50.54(f) of the Commission's regulations that you submit plans and proceed with a seismic reevaluation program for the San Onofre Unit 1 facility and that you provide justification for your conclusion that continued operation is justified in the interim until the seismic reevaluation and any necessary up grading is complete. We have reviewed your seismic reevaluation program forwarded by your letters dated September 24, 1980, February 23, 1981, July 7, 1981, August 11, 1981, September 28, 1981, October 5, 1981, and October 19, 1981.

We have reviewed your basis for continued operation and have concluded that con tinued operation is justified under the following conditions: (1) structural upgrading of the North and West Turbine Building Extensions and West Heater Plat form by adding diagonal steel bracing is completed by June 1, 1982 or the facility is to be shut down; (2) results of seismic analysis of structures are submitted for NRC review in November 1981 and for all other items on the schedule specified in the licensee's July 7, 1981 letter; (3) any modifications shown to be necessary as a result of the seismic analysis which are not implemented by January 1, 1983 are justified on a case by case basis with a schedule for implementation and (4) prior to upgrading of the North Turbine Building Extension, either the Turbine Building crane is to be parked over the South Extension or the reactor is to be shut down during periods when crane movement is required.

We have reviewed your basis for continued operation and have concluded that con tinued operation is justified under the following conditions: (1) structural upgrading of the North Turbine Building Extension and West Heater Platform by adding diagonal steel. bracing is to be completed by June 1, 1982 or the facility is to be shut down until such upgrading is completed; (2) results of seismic analysis of structures are to be submitted for NRC review by January 31, 1982, and for all other items on the schedule specified in your November 3, 1981 letter; (3) any modifications shown to be necessary as a result-of the seismic analysis which are not implemented by January 1, 1983 are to be justified on a case by case basis with a schedule for Implementation; and (4) prior to upgrading of the North Turbine Building Extension and West Heater Platform, either the gantry crane is to be parked at the extreme south limit of travel or the reactor -is to be shut down during periods when crane movement is required.
