This letter relates to observed weaknesses in your radiation protection program identified during recent NRC inspections. Our concerns were discussed with you and members of your staff during the Management Meeting held at our office on September 5, 1980.

Based on the discussions held on September 5, 1980 we understand that you will:

1. Provide immediate senior corporate level management attention to your radiation protection program.
2. Review your response to the Health Physics Appraisal Inspection to insure that the proposed corrective actions will be effective.

You will respond to our letter of August 15, 1980 (Subject - Health Physics Appraisal) no later than September 30, 1980.

3. Provide an individual (Supervisor of Chemistry and Radiation Protection) qualified in accordance with Technical Specification 6.3.1 who is assigned only to Unit 1 and whose responsibilities at least include those areas spelled out in USNRC Regulatory Guide 8.8, Revision 3, 1978 Section C.3. for the duration of Unit 1 outage.
4. In addition to complying with the regulatory requirements and conditions of your license, take additional measures to limit the exposure of workers involved in the steam generator repair by:.

a. Utilizing the guidance of Reg. Guide 8.8, Revision 3.
b. Assign an individual qualified in radiation protection procedures and knowledgeable of regulatory requirements to audit the effectiveness of the radiation protection program and to initiate immediate corrective action for-all deficiencies observed during the performance of all work associated with the current steam generator repair.
5. Take prompt action to complete the assessment of doses received by all individuals involved in steam generator entries since the beginning of the outage.

Should my understanding as stated above not be correct, you should notify this office promptly in writing.
