INITIAL LICENSED OPERATOR CANDIDATE PROPOSED WAIVER REQUEST, NINE MILE POINT NUCLEAR STATION, UNIT NO. 1

Dear Mr. Gerber:

In your August 26, 2013 letter, you requested that NRC Region I review and respond to a proposed waiver for five licensed operator candidates. The staff at Unit 1 pursued this waiver as allowed by NUREG-1021, Operator Licensing Examination Standards for Power Reactors, Revision 9, Supplement 1, standard ES-204, for necessary responsible nuclear power plant experience (RNPPE). Because of the nature of your proposed waiver, the Region forwarded the information which you provided pertaining to these candidates to the Operator Licensing and Training Branch in NRC headquarters for their review.

Based upon their review, NRC headquarters will grant the proposed waivers (deferrals) for RNPPE as applicable to each candidates situation. Therefore, the candidates will be allowed to take the NRC initial licensing examination tentatively scheduled for March 2015. If the candidates pass the examination, the Region will not issue a license until you provide documentation that they have attained the necessary RNPPE and remain current in your operator requalification program.
