Tim, By letter dated March 28, 2013, as supplemented by letters dated October 22, 2013, November 26, 2013, and December 17, 2013, Luminant Generation Company LLC (Luminant, the license) submitted License Amendment Request 13-01 to revise Technical Specifications (TSs) 3.7.16, 3.7.17, 4.3, and 5.5 to incorporate the revised spent fuel pool criticality analysis in to for Comanche Peak Nuclear Power Plant, Units 1 and 2, TSs. The U.S. Nuclear Regulatory Commission (NRC) staff needs the following additional information to complete its review:

1. Will there be any changes to the training curriculum for Qualified Core Performance Engineers (CPE) pertaining to the development of fuel movement plans as it relates to criticality? If so, please describe the changes.

2. Will there be any changes to the training program for CPEs or fuel handlers due to operating experience pertaining to fuel misload accidents? If so, please describe the changes.

Draft Request for Additional Information (RAI) was transmitted to Luminant on January 14, 2014. A clarification call was held on January 15, 2014. Luminant agreed to provide the response within 30 days from the date of this e-mail. Please treat this e-mail as formal transmittal of RAI.
