This letter transmits a report on changes to Southern California Edison (SCE) commitments for implementation of the mitigating strategies :required by Commission Order EA-02-026 Section B.5.b and subsequently incorporated as License Nos. NPF-10 Mitigating Strategy License Condition C(26) and NPF-1 5 Mitigating Strategy License Condition C(27). These commitment changes were made per Nuclear Energy Institute (NEI) "Guidelines for Managing NRC Commitment Changes;" NEI 99-04, Revision 0.
The Enclosure to this letter contains Security Related Information. SCE requests that the Enclosure be withheld from public disclosure in accordance with 10 CFR 2.390(d)(1).
This letter contains revised commitments as described in the Enclosure.

The Enclosure provided in Reference 2 provided a summary of commitment changes for implementation of the Phase 2 and 3 mitigating strategies for B.5.b. following the permanent shutdown and defueling of the San Onofre Nuclear Generating Station Unit 3 and Unit 2 (per References 3, 4 and 5, respectively).
Further assessment of the Phase 2 and 3 mitigating strategies commitments for B.5.b proved the need to remove certain job/position descriptions and equipment descriptions.
These description changes are required due to the staffing changes following the permanent shutdown of the San Onofre Nuclear Generating Station and are not changes to the overall B.5.b strategy. A summary of the changes to these commitments and the evaluation per Nuclear Energy Institute (NEI) "Guidelines for Managing NRC Commitment Changes," NEI-99-04, Revision 0 is provided in the following attachments to this
