SUBJECT:
SURVEILLANCE TESTING OF SAFETY INJECTION SYSTEM VALVES SAN ONOFRE UNIT NO. 1 Your letter dated June 1, 1982 indicated that Technical Specification 4.2.3 "Safety Injection System Hydraulic Valve Testing (Surveillance Requirement)" does not address the situation when the plant is shut down at the time the surveillance test is required. Your letter stated that you will submit a proposed change to the San Onofre Unit No. 1 Technical Specifications which will permit performance of the test during plant startup in cases where the plant is shutdown at the time the surveillance test is required.
The NRC staff concurs in your proposed change. This Technical Specifi cation requires that the unit be placed in mode 3 (hot standby) or mode 4 (hot shutdown) to perform the test. These operational modes may not be practical when the unit is in cold shutdown.
