SUBJECT:

BOARD RECOMMENDATIONS REGARDING NRC ACTIONS The San Onofre SALP BoArd, composed of Region V and NRR members, met on November 15, 1984 in t}je Region V conference room. This Board assessed the licensee's performance for the period of June 1, 1983 through September 30, 1984.

The licensee's performance was rated Category 1 in five functional areas and Category 2 in five areas. The licensee's overall performance was judged to be acceptable and improved since the last SALP evaluation period. As characterized in the conclusions for the Plant Operations area, the Bord considered the licensee's performance in this area to have improved from Category 3 early in the SALP period to Category 2 in the latter part, largely due to significant management involvement in plant activities.

Notwithstanding this management involvement, issues still of concern to the SALP Board are: (1) the need for additional attention to plant operations to minimize instances of personnel error and inadvertent compromises of engineered safety feature availability; (2) the need to continue efforts to resolve the Units 2/3 effluent monitoring problems and to limit effluent releases; and (3) the need to clearly monitor and enforce formal communications and procedural adherence by wrking level technicians performing surveillance activities. These issuer have been or will be reflected in the Operating Plan.

Enclosed is a final draft copy of the San Onofre SALP report for the period identified above. A meeting with California Edison Company management is not recommended.

The SALP Board recommends NRC actions in the following functional areas (in addition to or in conjunction with performalxce of the MC-2515 Basic Program):

1.

Plant Operations Pursue issues identified in the Operating Plan. Direct additional resident and regional resources to licensee performance regarding control valve alignments and engineered safety system operability, particularly on Unit 1 and on Unit 2 following refueling.

The Team Inspection should also include observation of plant operations on these units during the next appraisal period.

Radiological Controls Pursue issues identified in the Operating Plan.

Continue to monitor licensee actions to identify the root causes of liquid and airborne releases and take corrective actions.

Continue to monitor licensee efforts to improve Units 2/3 effluent monitoring system performance and to implement Unit 1 PASS and radiation monitoring system modifications.

Surveillance Pursue issues identified in the Operating Plan, particularly with regard to the use of formal communications and procedural adherence by working level technicians. Resident inspectors should monitor the use of contract technicians to determine if progress to reduce reliance on them is being made.

4.

Fire Protection Regional engineering personnel should monitor licensee progress on completion of the Unit 1 Fire Hazards Analysis and include licensee progress on Units 2/3 configuration with the Fire Hazards Analysis in the annual team inspection.
