DECISION REGARDING RESTART OF THE SAN ONOFRE NUCLEAR GENERATING PLANT, UNIT 1 Yesterday morning Commissioner Zech and I met with NRC staff, OGC, 01 and others to discuss the above subject.
As a result of this meeting, it appears that there is a need for direction on several issues.
Your votes on the following issues are requested:
(1) Should an options paper from the staff and OGC be prepared?
(2) Should the options paper include broad-based recommendations which take into account both policy and legal considerations?
(3) Should there be a public Commission meeting on the restart question?
If so:
i) should the meeting be only with the staff?
ii) should the meeting include the licensee?
(4) Should there be a Commission meeting with 01 in closed session?
SECY please track before our agenda planning session on Thursday, November 8, 1984.
As a separate matter, my office received a call from a Southern California Edison (SCE) representative on Tuesday morning. My office returned the call that afternoon and was informed by the SCE representative that SCE believed the Commission needed to act by the end of next week if SCE is to satisfy the conditions set by the California PUC.
