Southern California Edison Company P. 0. BOX 800 2244 WALNUT GROVE AVENUE ROSEMEAD. CALIFORNIA 91770 December 7, 1979 Director of Nuclear Reactor Regulation Attention:
Mr. D. L. Zeimann, Chief Operating Reactors Branch #2 Division of Operating Reactors U. S. Nuclear Regulatory Commission Washington, D.C.
20555 Gentlemen:
Subject:
Docket No. 50-206 Systematic Evaluation Program San Onofre Nuclear Generating Station Unit 1 Your letter of October 29, 1978, forwarded to Southern California Edison (SCE), a draft topic assessment for Systematic Evaluation Program (SEP) Topic XV-18, Radiological Consequences of Main Steam Line Failure Outside Contain ment, and requested SCE to examine the facts upon which the assessment was made. SCE's letter of December 7, 1978 noted that Table XV-1 listed the exclusion area boundary (EAB) as 284 meters, whereas previous NRC documents had identified it as 283 meters. Your letter of November 8, 1979, forwarded the completed topic assessment for SEP Topic XV-18 and Table XV-1 of that assessment shows the EAB to be 283 meters.
Subsequent to our December 7, 1978 letter, SCE recalculated the EAB. This calculation showed the minimum distance from the containment to the EAB to be 282 meters. This was noted in our letter of April 23, 1979, and again in our comments on draft SEP Topic XV-12, Spectrum of Rod Ejection Accidents Radiological Consequences, forwarded by letter dated November 16, 1979.
This value should be used wherever the EAB appears. Of the SEP topic assessments received by SCE to date, the following make reference to the EAB and should reflect 282 meters:
II-1.A Exclusion Area Authority and Control (The revised assessment forwarded by letter dated November 7, 1979 correctly shows the distance from the center of the containment to the EAB as 996 feet.)
7 91214 0 34-0
Mr. D. L. Zeimann
-2 II-2.C Atmospheric Transport and Diffusion Characteristics for Accident Analysis (Draft assessment dated February 8, 1979)
XV-12 Spectrum of Rod Ejection Accidents (Draft assessment dated October 24, 1979)
XV-17 Radiological Consequences of Steam Generator Tube Failure (Completed assessment dated November 27, 1979)
XV-18 Radiological Consequences of Main Steam Line Failure Outside Containment (Completed assessment dated November 8, 1979)
XV-19 LOCA (Draft assessment dated March 15, 1979)
In addition to the above topic assessments, the value of 282 meters should be reflected in any future topic assessments which refer to the EAB distance.
If you have any questions, please let me know.
Very truly yours, Ua44 J. G. Haynes Chief of Nuclear Engineering
