This relates to your notification to this office on June 5, 1979 of the finding of unacceptable indications in welds in the main feedwater piping system of the San Onofre Unit 1, and to the discussion (by telephone) of this occurrence between J. L. Crews of this office and E. B. Bresnahan of your staff on June 8, 1979.
Based upon discussions with Mr. Bresnahan on June 8, 1979, it is our understanding that you will not resume power operation of the San Onofre Unit 1 prior to a presentation and written report by your staff to the NRC staff covering the results of your evaluation of the cause(s) of the feedwater piping system defects and corrective actions taken or to be taken, and NRC concurrence in the appropriatness of the corrective measures taken.
Should our understanding as stated above not be correct, you should notify this office promptly in writing.
