This relates to our letter to you of June 8, 1979, regarding the finding of unacceptable indications in welds in the main feedwater piping system of San Onofre Unit 1 and the discussion (by telephone) of this occurrence between J. L. Crews of this office and E. B. Bresnahan of your staff on June 14, 1979.
Based upon information presented by your staff in a meeting with the NRC staff in Bethesda, Maryland on June 13, 1979, we concur in the appropriateness of the corrective measures taken or to be taken by you, including repairs to remove the unacceptable indications in the welds.
As a result of discussions with Mr. Bresnahan on June 14, 1979, it is our understanding that you will take the following additional actions.
- 1. Conduct baseline inservice examinations of the weld repairs made to the main feedwater piping system, following any required stress re lieving process and prior to a resumption of power operation.
These welds will be re-examined no later than the next refueling shutdown.
- 2. Submit an interim written report to the NRC, with a copy provided to our Resident Inspector (Mr. R. J. Pate) prior to resuming power operation of the San Onofre Unit 1. This report will include the information presented to the NRC staff in the meeting of June 13, 1979, regarding the results of your evaluation of the cause(s) of the weld defects and corrective actions taken or to be taken.

Submit within 45 days from the date of this letter a final written report of this occurrence, including the results of additional metallurgical analyses of the weld defects and a stress analysis of the feedwater piping system of San Onofre Unit 1.
Should our understanding as stated above not be correct, you should notify this office promptly in writting.
