Dear Mr. Drake:
During a telephone discussion on March 1, 1979, we reviewed with your staff the intent of Section 6.5.3.5.a in the San Onofre Unit 1 Technical Specifications.
Section 6.5.3.5.a assigns to the Nuclear Control Board (NCB) the responsibility to formally submit a safety analysis report to the NRC if a technical specification is vilated.
Thi.s will confirm the guidance given to your staff that the provision in Section 6.5.3.5.a shall not be interpreted to fimpose requirements for reporting violations of technical specifications beyond the require ments set forth in Section 6.9 "Reporting Requirements".
