This letter provides Southern California Edison's (SCE's) response to the Molded Case Circuit Breaker (MCCB) testing requirements of NRC Bulletin 88-10 for San Onofre Unit 1. NRC Bulletin 88-10 requested Licensees to perform a variety of verification and testing activities to provide reasonable assurance that certain MCCBs will perform their safety function. The affected MCCBs are those which were purchased for use in safety related applications, including MCCBs used in motor controllers, and do not have verifiable traceability to the circuit breaker manufacturer. The NRC's concern was that these MCCBs might have been refurbished without the Licensee's knowledge and may not meet all the manufacturers' specifications.
SCE provided the initial response to NRC Bulletin 88-10 by letter dated March 30, 1989. The March 30, 1989 letter responded to reporting requirements 1 and 3 of the NRC Bulletin and also stated that SCE would submit a report that summarized the results of MCCB tests conducted in accordance with Action Request 3 and 5 of Bulletin 88-10 within 30 days after startup from the Unit 1 Cycle 11, Unit 2 Cycle 5 and Unit 3 Cycle 5 refueling outages. The Unit 2 Cycle 5 refueling outage ended on December 8, 1989, and the Unit 2 report was submitted to the NRC by Reference 1. The Unit 3 Cycle 5 refueling outage ended on July 21, 1990, and the Unit 3 report was submitted to the NRC by Reference 2.

Cycle 11," provides the results of testing or replacing MCCBs as committed to in SCE's March 30, 1989 response.
This report does not alter information stated in the initial report or the followup report submitted on September 6, 1989. SCE has also reviewed the enclosed report against the additional clarifications provided in NRC Bulletin 88-10, Supplement 1. This review confirmed that the enclosed report adheres to the clarified NRC guidance for MCCB traceability and testing activities. By submittal of this letter, SCE has satisfied all of the reporting requirements of NRC Bulletin 88-10.
