GENERIC ITEM B-24, CONTAINMENT PURGING/VENTING DURING NORMAL OPERATIONS SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 (TAC NO. 55408)
We have completed our review of your submittals dated April 19, 1985 and January 21, 1986 regarding your justification for leaving the 6-inch containment vent valves open continuously. Our Safety Evaluation (SE) is enclosed for your information.
Based on our review, we have concluded that leaving the 6-inch containment vent valves open continuously is unacceptable. Please take immediate action to institute appropriate administrative controls to limit the amount of time that the 6-inch containment vent valves are open to a small fraction of the total time the plant is at power commensurate with safety-related operational requirements. Upon completion of this action and within 30 days of your receipt of this letter, please submit for our review a description of the administrative controls that you have implemented and the date when these controls became effective. Should you determine, based on operating experience and further evaluation, that degradation of the 6-inch containment vent valve sealing surfaces pose a significant safety problem, please contact us.
With regard to your amendment application dated June 7, 1989 (AA-170), please revise your submittal as appropriate to address this matter. Your current submittal does not include Limiting Conditions for Operation that limit the amount of time the 6-inch containment vent valves are allowed to be open during plant operation and surveillance requirements may need to be revised.
In order to maintain our review schedule, your revised submittal is requested within 60 days of your receipt of this letter.
