Docket No. 50-206 Supplement to Amendment Application No. 167 San Onofre Nuclear Generating Station Unit 1 By letter dated March 20, 1989, SCE submitted Amendment Application No. 167 which consisted of Proposed Change No. 200 to the Appendix A Technical Specifications of Provisional Operating License DPR-13. The proposed change would revise Technical Specifications Sections 3.14, "Fire Protection Systems Operability," and 4.15, "Fire Protection Systems Surveillance." The purpose of this letter is to submit additional changes to incorporate comments from the NRC staff.
This supplement makes the following changes to Proposed Change No. 200:
- 1.
It deletes the special reporting requirements from Section 3.14.1, "Fire Suppression Water System," limiting the reporting of fire protection system deficiencies to those which meet criteria in 10 CFR 50.72 and 10 CFR 50.73. This is consistent with guidelines in Generic Letter 86-10, "Implementation of Fire Protection Requirements."
- 2.
The proposed change will retain the action statements to be consistent with the current Specifications 3.0.3 and 3.0.4 requirements. The former submittal assumed that a separate request to change the Specifications 3.0.3 and 3.0.4 would be issued prior to the issuance of the amendment. However, this is no longer expected to be the case.

The designation of pumps in Section 3.14.1, "Fire Suppression Water System," has been revised to clarify which pumps are allowed to be credited for the minimum pump operability requirements.
- 4.
The wording for the channel test criteria in the Basis of Section 4.15.6, "Fire Detection Instrumentation," has been revised to clarify the specific actions performed for this surveillance.
- 5.
Minor editorial changes are provided.
This supplement is administrative in nature and does not involve a significant hazards consideration.
