SOUTHERN CALIFORNIA EDISON COMPANY and SAN DIEGO GAS & ELECTRIC COMPANY, pursuant to 10 CFR 50.90, hereby submit Amendment Application No. 166.

This amendment consists of Proposed Change No. 205 to Provisional Operating License No. DPR-13. Proposed Change No. 205 modifies the Technical Specifications incorporated in Provisional Operating License No. DPR-13 as Appendix A.

Proposed Change No. 205 is a request to revise Appendix A Technical Specifications to explicitly require that the Assistant Plant Superintendent for San Onofre Unit 1 maintain a Senior Reactor Operator (SRO) license. This change is being made at the request of the NRC in order to clarify the wording of the Unit 1 Technical Specifications regarding maintenance of an SRO license for individuals who are responsible for directing the licensed activities of licensed operators as required in 10 CFR 50.54(1).

-2 In the event of conflict, the information in Amendment Application No. 166 supersedes the information previously submitted.

Based on the significant hazards analysis provided in the Description of Proposed Change and Significant Hazards Analysis of Proposed Change No. 205, it is concluded that (1) the proposed change does not involve a significant hazards consideration as defined in 10 CFR 50.92, and (2) there is reasonable assurance that the health and safety of the public will not be endangered by the proposed change.
