Docket No. 50-206 Amendment Application No. 156 San Onofre Nuclear Generating Station Unit 1 Enclosed is Amendment Application No. 156 to the Provisional Operating License DPR-13. Amendment Application No. 156 consists of Proposed Change No. 197, which is a request to revise Appendix A, Technical Specifications, of Provisional Operating License DPR-13.

Proposed Change No. 197 is a request to revise Appendix A Technical Specifications to remove the administrative limit for loading of the diesel generators and allow loading up to the design rating of 6000 kW. This change is submitted to allow the incorporation of loads that will be added during the Cycle 10 refueling outage. In consideration to certain design issues associated with the San Onofre Unit 1 DeLaval diesel generators, the NRC imposed a loading limit which was incorporated into the technical specifications. This limit was recently increased by issuance of NRC Amendment No. 104. Modifications to the diesel generators, in combination with changes to the surveillance programs, will ensure continued operability of the diesel generators at their design rating.

It is noted that since surveillance testing of the diesel generators is scheduled for late December, 1988, this change should be issued before December 20, 1988. This was discussed with the NRC staff during a meeting held on November 4, 1988.

Pursuant to 10 CFR 170.12, the review of Proposed Change No. 197 contained in Amendment Application No. 156 has been determined to require a fee of

$150.00. Accordingly, SCE's check in the amount of $150.00 is enclosed.
