REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE CAW-88-062 SAN ONOFRE NUCLEAR GENERATING STATION UNIT 1 (TAC NO. 67909)
By letter dated July 8, 1988, Southern California Edison (SCE) Company submitted San Onofre 1 Nuclear Instrumentation System drawings and your letter dated June 21, 1988. Supplemental information was provided by SCE letter dated August 3, 1988. Your letter forwarded an affidavit that stated that the submitted information should be considered exempt from mandatory public dis closure for the following reasons:
- 1. The information consists of test data or other similar data concerning a process, method or component, the application of which results in a competitive advantage to Westinghouse.
- 2. Public disclosure of the information would likely cause substantial harm to the competitive position of Westinghouse due to, among other reasons, the considerable cost involved in developing the information.
We have reviewed the affidavit and the material in accordance with the require ments and criteria of 10 CFR 2.790 and, on the basis of the affidavit, have determined that the submitted information sought to be withheld contains trade secrets or proprietary commercial information.
Therefore, NIS Functional Block Diagrams listed in the August 8, 1988 letter will be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended.
Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the document. If the need arises, we may send copies of this information to our consultants working in this area. We will, of course, ensure that the consultants have signed the appropriate agreements for handling proprietary information.
