Docket No. 50-206 Amendment Application No. 149 San Onofre Nuclear Generating Station Unit 1 Provided as Enclosure 1 is Amendment Application No. 149 to Provisional Operating License No. DPR-13. Amendment Application No. 149 consists of Proposed Change No. 182 which requests revision of the Appendix A, Technical Specifications.
Proposed Change No. 182 is a request to revise Appendix A Technical Specification Section 4.16, "Inservice Inspection of Steam Generator Tubing" to include a modified plugging limit for steam generator tubes with imperfections in a region of the tube that does not affect plant safety. The adoption of this modified limit will allow tubes to remain in service that would needlessly be plugged under the existing criteria. The use of this modified limit for San Onofre Unit 1 is consistent with other Westinghouse plants that have roll transition cracking problems.
As the revisions to the San Onofre Unit 1 Technical Specifications requested in the enclosed amendment application affect the number of steam generator tubes that will be plugged during the current mid-cycle outage, which is currently scheduled to end on March 29, 1988, it is respectfully requested that Amendment Application No. 149 be considered on an exigent basis in accordance with the provisions of 10 CFR 50.91(6).
The consideration of this application on an exigent basis is justified by the fact that Southern California Edison Company did not have confirmation of the existence of the tube roll transition cracking problem prior to the commencement of inspections during the current outage, and the delay of approval of this change past the end of the current outage would result in the unnecessary expense of man-rem to plug 44 steam generator tubes, which should not require plugging from a technical standpoint. Additionally, changes of this type have previously been approved for use by Connecticut Yankee Atomic Power Company at their Haddam Neck Plant, a plant with steam generators of the same type as San Onofre Unit 1, by Portland General Electric at their Trojan Plant, and others.

Document Control Desk March 10, 1988 Provided as Enclosure 2 is a description of San Onofre Unit 1 Eddy Current Testing Program as it relates to the rolled region of the steam generator tubes.
This information characterizes the extent of tube roll transition cracking at San Onofre Unit 1 and describes programs in place to accurately determine compliance with the F* criterion discussed in the enclosed Amendment Application No. 149.
Per a request to Southern California Edison Company from Westinghouse Electric Corporation, the address and addressee for Westinghouse on the Certificate of Service requires revision. The revision in the enclosed Certificate of Service reflects the requested revision.
Additionally, the provisions of Technical Specification 4.16 require that when more than 3 steam generator tubes exceed the plugging limit, the results of the steam generator inspection shall be reported to the Commision for approval of the proposed remedial action. Evaluation of the results of the current inspection concludes that more than 3 tubes will be plugged and, consequently, such a report is required. The report is planned to be submitted to you by March 16, 1988, in order to support NRC review and approval by the outage end date of March 29, 1988.
Pursuant to 10 CFR 170.12, the review of Proposed Change 182 contained in Amendment Application No. 149 has been determined to require a fee of
$150.00. Accordingly, SCE's check in the amount of $150.00 is enclosed.
