December 19, 1984, TDI Diesel Engine Reliability and Operability By Reference A, the NRC requested that Southern California Edison (SCE) propose Technical Specification changes to the San Onofre Unit 1 Provisional Operating License. These proposed changes would, on an interim basis, limit emergency diesel engine loading to 4500 kw + 5% for engine testing and emergency service requirements. Additionally, the proposed changes would eliminate fast engine starts from the monthly surveillance testing, but retain the refueling interval fast start test which simulates design basis emergency power requirements.
By Reference B, SCE informed you that proposed Technical Specification changes as requested by Reference A will be submitted to the NRC by approximately February 1, 1985, but will not include any loading limits pertaining to emergency service, which will be handled by the San Onofre Unit 1 Emergency Operating Instructions.
Enclosed are three executed and forty conformed copies of Amendment Application No. 126 to Provisional Operating License No. DPR-13. Amendment Application No. 126 consists of Proposed Change No. 147, which is a change to the Appendix A Technical Specifications incorporated into Provisional Operating License No. DPR-13. Proposed Change No. 147 is intended to fulfill the commitment made in Reference B and also includes two additional changes deemed appropriate by the Licensee.
